Звернення до голів держав та урядів ЄС-27 щодо початку переговорів щодо вступу України до Європейського Союзу, починаючи з червня 2023

24 лютого 2022 року Росія відновила масштабну неоголошену війну проти України на новому рівні. Цей новий російський наступ, імперіалістичний у прямому сенсі, здійснювався з систематичним порушенням законів війни, зокрема гуманітарних: масовані та невибіркові бомбардування, зґвалтування, викрадення дітей, депортації та масові страти цивільного населення, тортури, страти військовополонених, масштабне та навмисне руйнування цивільної інфраструктури тощо.

У червні 2022 року 27 країн ЄС нарешті надали Україні добро на отримання статусу країни-кандидата на вступ до Європейського Союзу. Для цього довелося подолати величезний опір і побоювання, які давно культивувалися російською «м’якою силою» на Заході.

Сьогодні є всі підстави вважати, що знову діють сили, що намагаються завадити швидкому вступу України до ЄС. Як же інакше слід трактувати заяви президента Єврокомісії, який нещодавно, розмовляючи з президентом Зеленським, сказав, що «між цим світлим майбутнім може бути важкий шлях»?

Проте неоголошена війна Росії проти України є також смертоносним наступом Росії проти всіх країн, які визнають Статут ООН. Лише статус ядерної держави Росії та характер російського режиму утримали весь вільний світ під проводом Сполучених Штатів від прямої участі в цьому конфлікті, щоб мінімізувати ризики ескалації з боку Москви.

Незаперечним є те, що, незважаючи на сміливі реформи, що вже були впроваджені під час вторгнення, якого вона зазнала, Україні потрібно буде зробити більше для викорінення корупції. Але факт залишається фактом: низка держав-членів ЄС, ховаючись за зручним статусом відмови від війни, досі не вжила жодних серйозних кроків для судового переслідування власних громадян, які були корумповані політично, інтелектуально чи фінансово російським режимом. Серед цих осіб є колишні глави держав і урядів, а також безліч інших діячів із політичних, військових, академічних, економічних і медійних установ. В умовах оголошеної війни багато з цих людей можуть бути притягнуті до кримінальної відповідальності за співпрацю з ворогом або навіть державну зраду.

Щоб розвіяти будь-яку двозначність, давайте чітко зазначимо, що мова йде не про створення пільгових умов вступу для України, а, елементарно, про рішення розпочати переговори. Тому будь-які бюрократичні аргументи, такі як необхідність дочекатися звіту Єврокомісії, оголошеного на наступну осінь, є політично неприйнятними. Висновки цього звіту можна легко взяти до уваги під час переговорів по кожному з 35 розділів процесу вступу.

Українці борються за свою та нашу свободу і щодня сплачують велику ціну людськими життями та знищенням своєї країни. У цьому контексті ми вважаємо, що будь-яке відтермінування ЄС офіційного відкриття переговорів про вступ після червня 2023 року було б політично, по-людськи та морально неприйнятним.
