Kyiv City Council illegally transferred 1.2-hectare plot for construction of residential building. MP Moskal, who is partner of builder Molchanova, voted for project - Leros

The plot on Honoré de Balzac Street will be used for the construction of a high-rise building. According to Censor.NET, this was reported by MP Geo Leros.

"In 2017, Kyivpastrans sold a building at 68/18 Honore de Balzac with an area of 176.8 sq m. At the time of the buyout, only 23 hectares of land were inventoried behind this building!

The most interesting thing is that, according to my information, on 17.09.2019, the State Land Cadastre illegally removed this 23-hectare land plot and formed a new plot of 1.2337 hectares with the cadastral number 8000000000:62:010:0018 and the designated purpose: 02.10 For the construction and maintenance of an apartment building with retail, entertainment and market infrastructure facilities," he said.

According to Leros, on 29 February 2024, the Kyiv City Council decided to lease a 1.23-hectare land plot to "GARANT PROF INVEST" LLC for the construction of high-rise buildings in the Desnianskyi district of Kyiv.

"The owner of 'GARANT PROF INVEST' LLC, according to the information I have, is the sister of Kyiv City Council member Denys Moskal, and he is a long-time business partner of Kyiv builder Vlada Molchanova, whose sister used to work for the 'Stolitsa Group'. Denys Moskal himself wanted his sister to become the owner of this land so much that he could not even resist voting for this shoddy decision, which is a direct conflict of interest," the MP added.

Leros noted that he had appealed to the NABU, the National Police, the Prosecutor General's Office and the NAPC.
